2008 Deputy Executive Director of the APEC Secretariat


Ambassador Michael Tay is the current Deputy Executive Director of the APEC Secretariat and will become the 17th Executive Director in 2009 when Singapore hosts APEC.

Born on 30 January 1959, Ambassador Tay graduated with a Bachelor of Arts (Philosophy) (Hons) Class II Upper in 1984 from the National University of Singapore. In 1988, he obtained a Master of Arts (Philosophy) from the National University of Singapore.

Ambassador Tay joined the Singapore Foreign Service in 1986. His first posting was as Charge d'Affaires a.i., when he established the Singapore Embassy in Seoul in 1989. He continued as First Secretary in the Embassy from 1991-1992. He was appointed as Counsellor (1995) and subsequently Minister-Counsellor (1996-1998) at the Singapore Embassy in Tokyo. In the Ministry of Foreign Affairs, he had held the posts of Senior Assistant Director (1993) and subsequently Deputy Director (1993-1995) at the Policy, Planning and Analysis Directorate II. He also held the post of ASEAN Task Force Coordinator (1998-1999) in the Ministry of Foreign Affairs, during Singapore's Chairmanship of ASEAN. Ambassador Tay was Director of ASEAN (1999-2002) and concurrently held the post of Director-General, ASEAN-Singapore.

Ambassador Tay was awarded the Public Administration Medal (Silver) in 2006.

Ambassador Tay is married to Meena Mylvaganam and they have a daughter and son.
