Agricultural Biotechnology  

Agricultural biotechnology is a revolutionary tool that is transforming the agriculture sector. Biotechnology has the potential to spur economic growth, reduce hunger and malnutrition, and minimize environmental degradation.

Embracing new global trends, APEC Member Economies recognize that biotechnology can advance economic development, increase productivity in the agricultural sector, improve nutrition and reduce the environmental impact of agricultural production.

The establishment of the High Policy Level Dialogue is a recognition by Ministers and Leaders of the importance of APEC member economies' work towards increasing the safe introduction of biotechnology products while obtaining public acceptance on these products.

The HLPDAB works closely with the Sub-group on Research, Development and Extension of Agricultural Biotechnology (RDEAB). RDEAB is focused on developing transparent, science-based approaches, including capacity building activities and developing research on the effects of gene flow and the effects of genetically modified crops in centres of origin; and encouraging a dialogue between the private and public sectors to promote research and the development of biotechnology.

The first High Level Policy Dialogues on Agricultural Biotechnology took place in 2002.

Achievements

  • At the first Senior Officials' Meeting in Canberra, the Policy Dialogue met to consider new projects and initiatives which focused on the public's perception of agricultural biotech products and the implications for the agricultural business sector; and legal considerations related to the use of agricultural biotechnology.

  • Members also briefed on the outcomes of several projects including: the Report on APEC Participation in Asia BioBusiness workshop - Commercializing Biotechnology Crops in Asia (See 2007/SOM1/HLPDAB/012rev1 and 2007/SOM1/HLPDAB/021); the Report on Farmer Biotechnology Exchange Activity and the Report on the APEC Biotechnology Investment Toolbox (See 2007/SOM1/HLPDAB/010rev2, 2007/SOM1/HLPDAB/011rev1 and 2007/SOM1/HLPDAB/022).

  • Under the title "The Benefits of Adopting Modern Agricultural Biotechnology" The HLPDAB hosted a Private Sector Day Activity. 110 representatives of the agricultural business, public sector and academia gathered together to learn more about the recent studies and developments underway in the biotech industry and the agricultural sector, throughout the Asia Pacific region.

  • Private Sector Day presentations addressed the issue of the development and implementation of national regulatory frameworks; the impacts of climate change on agriculture; development of new varieties specific to economy needs and public perception of agricultural biotech in APEC economies.

  • The 2007-2009 Work Plan will continue to advance the tasks of the HLPDAB, by targeting activities related to agricultural biotech and providing useful tools for economies and government officials. In order to accomplish that purpose, the work plan focuses on the following areas of interest:

    1. Policy information exchange on agricultural biotechnology;
    2. Public perception and understanding of agricultural biotechnology;
    3. Legal considerations related to the use of agricultural biotechnology;
    4. Public and private sector relationship in agricultural biotechnology; and
    5. Effective collaboration with other APEC fora

    Current Activities
    • The 7th Meeting of the APEC High Level Policy Dialogue on Agricultural Biotechnology was held February 27-28, 2008 in Lima, Peru and was preceded by a Private Sector Day. Main issues for discussion included commodity trade and the low-level presence of regulated recombinant DNA plant materials in trade, implications of transparent policies and regulations on the use of agricultural biotechnology, and key concerns on liability and redress on research and trade. The meeting agreed to undertake work complementary to that proposed by the RDEAB with respect to harmonization of the technical aspects of regulation. It also examined the potential for agricultural biotechnology to increase productivity and enhance food security while at the same time protecting human health and the environment. The HLPDAB's 2007-2009 work plan will conclude next year when a 2010-2012 Work Plan will be submitted to the APEC Senior Officials Meeting next year for their endorsement.
    • New initiatives were submitted for consideration and approval of the Policy Dialogue plenary which focused on continued efforts to improve the implementation of the Cartagena Protocol on Biosafety.
    • The APEC Workshop on Liability and Redress was held in Hanoi on 19-21 September 2007. The workshop provided an introduction to important issues surrounding liability and redress as it relates to the Cartagena Protocol on Biosafety (CPB). Issues addressed include the resulting impacts on the environment, the role of regulatory systems for ensuring environmental safety, the basic concepts for liability, and how countries might use existing legal frameworks to address issues related to damage caused by transboundary movement of living modified organisms, as defined in the Cartagena Protocol. Additional sessions considered the definition of damage from a scientific perspective, and the development of a safety dossier for a public sector biotechnology project.
    • The Chair of the HLPDAB recognized that "public perceptions of biotech" are important to the current policy agenda of the members. Hence, the Workshop on Public Perception of Agricultural Biotechnology was held in Lima, Peru, on 4-5 October 2007. The workshop examined the relationship between agricultural biotechnology policy and public perception and understanding of the technology among stakeholders such as NGOs and industry. The workshop discussed approaches to public policy development and building policy capacity for the safe introduction and use of agricultural biotechnology products.
    • The Policy Dialogue expressed their support for the Proposal of the Policy Dialogue Steering Group to organize a conference on the Biodiversity Conservation in order to improve the knowledge of the impact and legal considerations of the Cartagena Protocol on Biodiversity.
