Capacity Building Network  

The Capacity Building Network (CBN) promotes human capacity building and the strengthening of markets through improved productive processes, enterprise productivity and adaptability, management and technical skill development, and corporate governance in the public, private and voluntary sectors of APEC Member Economies.

Latest Developments

The CBN met in the margins of the HRDWG meeting in Bohol, Philippines from 15-18 April 2008 and discussed its strategic direction in light of the HRDWG Lead Shepherd's request that the network consider the forthcoming landmark date of 2010 for open and free trade and investment in developed economies.

The CBN reviewed and agreed to carry on with its 2007 objective "to promote human capacity building in government/public, private and not-for-profit sectors in strengthening markets by means of:
  • The encouragement of management best practices in the APEC region, particularly in relation to the impact of globalization,
  • Improved enterprise and sectoral responsiveness and performance, particularly in terms of the adoption of high-performance oriented managerial practices,
  • The encouragement of sustainable systems and methods, in all aspects of economic activities, regardless of sector or size,
  • Forward-looking governance practices, including the take-up of appropriate corporate social responsibility,
  • Increased organizational efficiency, effectiveness and transparency in delivering services."
A joint session was held with the Labor and Social Protection Network (LSPN) on the issue of Corporate Social Responsibility (CSR) in support of the APEC agenda in 2008.

The network reviewed progress and evaluation reports on existing and recently completed projects and endorsed the following project proposals:
  • Strategic Approach to Sustainable Capacity Building: Meeting the Challenges of Regional Economic Integration in APEC
  • Capacity Building of Mining Stakeholders in APEC Economies on Corporate Social Responsibility
  • Symposium on Developing Entrepreneurial Skills in the Out-of-School Youth
