Transportation Working Group  

The Transportation Working Group (TPTWG) aims to achieve the liberalisation of transportation services, and works to enhance the safety of APEC transport systems in order to encourage economic development in the Asia-Pacific region. The TPTWG seeks to achieve a balance between trade and security issues related to regional transport systems operations. The group's efforts are focused on: the facilitation of domestic policy regulations, the development of intermodal supply chains and secure transport activity, and building the capacity of all stakeholders to help them reach the eventual goal of free and open trade and investment in the APEC region. At the same time, parallel measures are being undertaken by individual economies to strengthen the security of all transportation modes, namely land, sea and air transport.

The TPTWG has a clearly defined set of priority action areas based on the
2006 Leaders' Declaration, the 2007 Transportation Ministerial Meeting Statement and the TPT strategic direction paper.

The 2007 Joint Ministerial Statement gives direction to economies and the TPTWG regarding future work. In particular, Ministers agreed to:
  • Aggressive road safety strategies tailored to the special circumstances of each economy;
  • Prioritize the harmonization of security measures noting that differences in security processes across the region had implications for both passengers and industry;
  • Work together to help developing economies comply with global security requirements such as the International Ship and Port Facility Security Code.
The Ministers acknowledged that there was no equivalent to the International Civil Aviation Organization or the International Maritime Organization in relation to mass transit transport and agreed to work together on mass transit security measures. Ministers also made a commitment to develop timetables and strategies to work towards the liberalisation of air services; acknowledged the importance of an efficient supply chain and recognised that there would be continuing challenges to balance security, safety and environmental requirements with trade facilitation. They also agreed to work together on a balanced package of options for addressing greenhouse gas emissions from aviation.

Achievements

The 31st APEC Transportation Working Group Meeting was held in Lima on 25-29 August 2008.

The meeting welcomed the outcomes of the Sixth Secure Trade in APEC Region Conference (STAR VI): Security and Vulnerabilities of the Global Supply Chain (20-21 August 2008) and of the Capacity Building Workshop on APEC Trade Recovery Programme (23-24 July 2008).

Updates were given on the results of the Public-Private Partnership to Counter Terrorism and Secure Trade Workshop (Lima, Peru, August 19, 2008), the APEC Air Cargo Security Workshop (Bangkok, Thailand, 24-26 June 2008) and the first meeting of the Transportation Working Group?s Aviation Emissions Task Force held in Auckland, New Zealand on 30-31 July 2008.

Nominations for Council Members to the APEC Port Services Network were confirmed from 14 member economies. And it was decided that the rail transport system will be included in the scope of the work of the Road Safety Sub Group.

Current Activities

The 31st TPTWG Meeting endorsed 8 project proposals, which were submitted for APEC Budget and Management Committee consideration for funding in 2009.

The meeting also endorsed possible themes for the 6th Transportation Ministerial Meeting, which will be held in Cebu City, Philippines, on 27-29 April 2009. Areas identified include seamless transportation systems, vehicle emission, security, safety, regional harmonization, fuel efficiency and trade facilitation.

Two drafting meetings scheduled for December 2008 and February 2009 will consider these further and will address the need to develop a solid TMM6 Agenda. The meetings will also explore the possibility of integrating Corporate Social Responsibility into the TPTWG activities.

The next TPTWG meeting is scheduled to be held in Singapore in July 2009.
