Trade Facilitation and Trade Liberalisation: From Shanghai to Bogor, November 2004

2003 APEC Economic Outlook

The 2003 APEC Economic Outlook is the ninth in a series produced by the Economic Committee. The first chapter of the 2003 APEC Economic Outlook reviews and analyzes recent developments in, and future prospects of, APEC economies and the global economy. In Chapter 2, structural issues are pursued to explore the role and development of SFIs to a greater extent with the ultimate aim of delivering SFIs' best practices. 2003 APEC Economic Outlook also annexes some special information on KBE indicators, the economic impact of SARS on the APEC region, and economic consequences of terrorism as well as individual economy reports with information on their structural reforms.

2002 APEC Economic Outlook Symposium:
Microbanking Development, Regulation and Supervision in the Asia-Pacific Region
(Published in November 2003)

The present volume compiles the papers presented and discussed at the above symposium. The symposium explored the need to focus on developing financial infrastructure, building viable institutions, and creating a policy environment conducive to microbanking. Based on the experiences reviewed in the study, it concluded that the APEC region is at the forefront of the microbanking industry. The inputs for this structural chapter on microbanking of the 2002 APEC Economic Outlook report were partly collected and revised during the symposium.

2002 APEC Economy Outlook

The 2002 APEC Economic Outlook summarises recent developments and the short-term prospects of all 21 APEC Member Economies. The second part of the report examines the development, regulation and supervision of microbanking in the APEC region. The study shows the contribution of microbanking activities to the development and strengthening of more sophisticated intermediaries and the positive effects microbanking activities have on low-income earners and micro-enterprises.

The Benefits of Trade and Investment Liberalisation and Facilitation study shows that trade facilitation, essentially reducing the costs of business transactions, improving access to trade information and aligning policy and business strategies, delivers greater benefits than trade liberalisation, which is concerned with reducing tariff and non-tariff barriers to trade.

2000 APEC Economic Outlook
The 2000 APEC Economic Outlook is the sixth in this series. Overviewing the developments of APEC economies to date, the Outlook confirms that the Asian crisis has been contained, and economic recovery is now more prevalent in the APEC region. The prospects over the next 12 months or so remain positive. However, high oil prices, if continued, could pose a downside risk. The Outlook also revisits the Asian Crisis.

As a topical issue, this year's Outlook looks into the intriguing issue of the emerging trend towards regional trade arrangements (RTAs), bearing in mind its implications to the multilateral trade system.

1999 APEC Economic Outlook

This year's Outlook reviews economic developments and prospects in the APEC region in the wake of the crisis, and discusses some key issues arising from the crisis. It concludes that the upward trend observed to date in APEC economies will continue in the second half of 1999 through the year 2000, although the crisis continues to have impacts on APEC economies. 1998 APEC Economic Outlook Symposium
The discussions at the 1998 APEC Economic Outlook Symposium, held in Xiamen, China, May 1998, highlighted the differences between the Asian financial and economic crisis and previous crises, including its structural nature and its origins in private sector rather than public sector imbalances. The Symposium also considered the implications for future economic research of the unexpected onset of the Asian financial and economic crisis: not only was the crisis not predicted by economic forecasters, the eventual depth and breadth of the impacts were not apparent even several months after its onset.

1998 APEC Economic Outlook
This publication is the fourth in the annual economic outlook series. It is being tabled at a particularly unsettled and difficult time in the region's economic history. The discussion in this 1998 Economic Outlook of the causes of the crisis and the measures that are being taken to address, it draws in part on the work within the APEC Finance Ministers process, which is tackling some of the tough structural issues in shoring up financial sector prudential regimes and supervisory oversight. It also pulls together the many insights into the crisis that have emerged from the analysis within other major international organizations and within the broader academic and research community. The Impact of Expanding Population and Economic Growth on Food, Energy and the Environment -
Task Force on Food Report, 1998

To address the aspects of the FEEEP issue centered on food and linkages between food and the other issue areas, the Task Force on Food (TFF) was established under the Economic Committee. It was to examine the impact of population and rapid economic growth on the demand and supply (production, trade flows and stocks) of food in the region; processing and distribution; as well as agriculture-related environmental issues; and to explore possible options for initiating joint actions to deal with regional food challenges. The TFF developed a comprehensive analytical program to address these complex issues. The main conclusions have been summarized in the reports.

APEC Roundtable on 'Best Practices' in Infrastructure Development, 1996
The APEC Roundtable on Best Practices in Infrastructure Development was a dynamic exercise in identifying possible needs and possible approaches to advancing public-private cooperation.

A remarkable consensus on many issues and a healthy airing of other viewpoints was achieved among the roundtable participants regarding what was needed to facilitate business sector participation in infrastructure development in the Asia-Pacific region. Participants identified some aspects of "best practices" in such areas as mitigating the risks of infrastructure projects, creating a supportive policy environment and regulatory regime for infrastructure development, and improving communications between the community, public and private sectors regarding infrastructure needs.
